The Federal Reserve Board sets and controls Government Monetary Policy.  Monetary Policy consists of credit regulation devices including:

 

Federal reserve discount

Reserve requirement

Federal open market committee

 

Fiscal policy affects the availability of money and interest rates.  Increased government debt increases inflation, which in turn increases interest rates.  The opposite is also true.
