Investment value is the value to a particular investor

 

Cash flow is the primary importance to an investor

One investor may have special tax incentives that make a property more valuable to him/her than to another investor

 

Example:  An investor is in a high tax bracket.  Even though there is a negative cash flow on a duplex, the investor may buy it because the loss will offset some of his/her large tax liability.
