Stability follows the growth stage.  The neighborhood may continue to grow but at a slower rate.  Construction slows and eventually stops as available land diminishes.  Many people are long-term residents and fewer people move into the neighborhood.  Stabilization can last decades or longer.  Many neighborhoods in desirable locations may remain stable forever.
