Decline is the period in the life cycle in which a neighborhood can no longer compete with other nearby neighborhoods.  Houses become functionally inadequate and lose market appeal.  Zoning and subdivision restrictions are ignored without repercussion.  Investors buy houses as rental units.  Property values decline, stagnate, or at best; increase less than better neighborhoods.
